Collective Bargaining / Local Association Presidents' Conference


PSEA will hold the 2006 Collective Bargaining/Local Association Presidents Conference at the Harrisburg Hilton, One North Second Street, in Harrisburg. The conference will begin on Friday evening, October 27 and will conclude by noon on Sunday, October 29.

PSEA is inviting local presidents and chief negotiators (or designated representatives) to attend this conference. PSEA will pay for two members from your local as follows:
  • Double occupancy lodging for two nights and meals (Saturday breakfast and lunch, hospitalities, and Sunday breakfast). Friday and Saturday dinners will be on your own.
  • Single occupancy lodging requires an additional fee (see registration form).
  • All other costs associated with attending the conference are the responsibility of the individual or local.

Locals that wish to send additional participants may do so by paying the Extra Participants costs listed on the registration form.

The deadline for reservations is Friday, September 22, 2006 . After this date, registrations will be accepted based upon hotel availability. This year PSEA will be using two downtown hotels. The conference hotel will be the Harrisburg Hilton. The overflow hotel will be the Crowne Plaza which is next door to the Hilton. Reservations will be made on a first-come, first-served basis.

Privacy Rights and Educators:
How Private Is Private?

Technology is a wonderful thing - sometimes. Sometimes it is equally effective as a weapon against teachers. Educators need to understand how electronic communication - email, internet, and cell phone use - may be accessed and used as a basis for discipline. That's not all that may not be as private as you thought: locker searches, eavesdropping and general snooping may be invasions of privacy, but are they legal? What about restrictions on the First Amendment rights of public employees - and student free speech in blogs, websites and the dreaded and often dreadful "myspace.com?" We will examine how all of this impacts you, what you should avoid, how to respond and what the courts have said. Like all things legal, there are contradictions in privacy law, but we will provide some guidance on how to navigate this new challenge.

Do you know the difference between non-formulary, brand formulary, and a brand non-formulary drug? What about a hard and soft mandatory drug? Why should you care? We are all affected by the cost of health care, and health care is on the bargaining table everywhere. So, if you expect to be on a bargaining team or just want to know more about your health care coverage, this is the session for you! Please note, there will be a quiz, but the answers will be provided.

This session is designed to examine trends in bargaining in our area and to help prepare for the kinds of issues that we might expect to address at the table. We will look at insurance issues, updating ERIPs, salary schedules and other issues that the participants suggest. Participants should bring a copy of their local contract and ERIPs if they are not part of the contract.

Learn about the website that PSEA will provide to every local association and how you can use it to improve your communication with your members. In this session participants will customize a local website in our demonstration environment. The anticipated launch of the service is January 2007. Because participants will be doing "hands on" computer work in this session, registration will be limited. The session will, however, be repeated during the workshop.

This session will give local association officers and grievance committee members the skill and information necessary to properly identify and process grievances. Lonnie will lead you as you work with your own contract to practice recognizing contract violations and writing grievances in the proper form. This is a two-part session and those who register should plan to attend both sessions. Participants must bring a copy of their contract.

The PSERS Foundations for Your Future program is designed to give public school employees an overview of their retirement benefits. This program will provide participants with general information about PSERS' benefits and services. In this session Laurel will provide an update on the status of these and other issues that have effect on your personal and professional life. She will also provide an overview of the impact of the election to help you understand what you might expect in the sine die session of the legislature. Act 1 is the new law in town. Act 72 is out. Act 1 applies to every school district, not just those "opting in." Eric Elliot from PSEA's Research Division will outline the basic rules under this new tax law, including those covering: gaming tax revenue, front-end referenda on switching to the income tax next May (and in subsequent years), and back-end referenda on tax rate increases. These rules apply to every school district starting next spring for the 2007-08 school year. Eric will also comment on potential bargaining implications. Time for Q & A follows.

Technology in the Classroom: Using Today's Tools to Teach Tomorrow's Leaders

How is technology being used in the classroom? What are the do's and don'ts that should be kept in mind? How can educators take steps to make themselves more comfortable... and proficient... with using technology in the classroom? There will be Q & A time for discussion of these and related issues.

Each component will be applied to ethical dilemmas facing classroom teachers through small group discussion.
